Box2D does not have any water simulation, so RUBE does not have any water either. One thing you can do, is to place sensor fixtures in your level and name them (or give custom properties) to mark them as water areas. Then, you can check which objects are overlapping the water areas and apply an upwards force. I made a topic about this here:
