Locking Joints?

I have two bodies and a revolute joint. I would like to lock the rotation of the joint to a specified angle regardless of the forces in motion. Is there a way to do this? When I attempt to set upper and lower limits to the same value, the bodies still rotate but then resolve to the given angle, which is not what I would like.

Ugh... never mind - pilot error. Still new to me and my understanding of the angles was incorrect...

The only way to perfectly disregard forces is to make the two bodies one. The next best attempt you could make is to use a really huge torque value for the revolute joint.
